The Algebraist (2004) by Iain M. Banks, is an SF novel that combines space opera, fantasy and spy story in an overwhelming mix. Set in a non-Culture universe, it features intergalactic space travel, mighty aliens, AIs and ruthless systems, one of which, Mercatoria, is an intriguing example of feudal structures in space.
